Summary of Professional Experience

Tamara Say has worked with clients and collaborators internationally, including Booz Allen Hamilton, Parsons, and the United States Air Force.  She has 13 years of professional experience, specializing in team-building and transition leadership.  Currently her focus is on military installation privatization throughout the Pacific Rim.  She was awarded a grant to present lectures at architectural conferences in Boston , New Orleans , and Phoenix , her lectures published in conference proceedings.  In 2001 she was awarded the American Institute of Architects Adams Fund Award for Excellence in the Study of Architecture. Say has been recognized for her international design, her design of the Peace Garden at the 1945 Surrender Site of Japan to the United States , Okinawa , Japan , dedicated in a ceremony on the 50th Anniversary of the Air Force.  Her design proposals were presented in Washington , D.C. for the 9-11 Memorial.  Her most recent publication, The Privatization of Military Family Housing: Developing a 50-Year Real Estate Portfolio, garnered developmental investment in housing privatization projects in the Pacific Rim . 

Ms. Say is a member of the American Institute of Architects (AIA) and serves on the MIT Educational Council .  

 

Significant and Relevant Project Experience Within the Past Five Years

·         December 2005 – Present.  Member, INVEST Pacific LLC.  Key player in initial master-planning of military installation privatization projects in the Pacific, including Guam , Hawaii , Korea , Japan , and Alaska .        

·         April 2001 – Present.  President, SAYtr. Subcontracted to Booz Allen Hamilton in support of the Department of Defense initiative to privatize military installation housing.  Project manager of initiative to privatize military installation housing on Barksdale Air Force Base. 

·         August 2004 – December 2004.  Adjunct Professor, University of Nebraska Lincoln Department of Architecture. Instructed third year professional architectural studio.

·         March 2002 – March 2003.  Staff Architect, Bahr Vermeer Haecker.  Played key role in design of $13 million Iowa Department of Public Safety.  Managed project and design of the Southwest Iowa Performing Arts Center; design and management of the project drew large endowment from Johnny Carson.

·         January 2002 – September 2002.  Associate, Booz Allen Hamilton.  Supported the housing privatization implementation team as the Military Housing Privatization Manager at Barksdale Air Force Base, Louisiana .  Responsible for ramping-up and running the Project Management Office in support of a $120 million program to privatize housing on the military installation.

·         June 2000 – August 2000.  Architectural Designer and Project Manager, A/E Design Group.  Participated in the execution of $19 million design development and project management for a major Louisiana university stadium.

 

Significant and Relevant Project Experience Beyond the Past Five Years

·         October 1998 – February 1999.  Installation Military Architectural Designer, OPERATION SOUTHERN WATCH, DESERT SHIELD, and DESERT FOX, Prince Sultan Air Base, Al-Kharj, Kingdom of Saudi Arabia . Coordinated move of 4000 French, British, and American military personnel from Tent City , Prince Sultan Air Base, to the $150M Coalition Complex.  Oversaw completion of Coalition Complex construction.

·          June 1998 – August 1999.  Installation Military Architectural Designer.  Planned and project-managed $3.2 million of landscaping and urban design at Barksdale Air Force Base, Louisiana .

·         February 1996 – June 1998. Base Military Community Planner at Kadena Air Base, Okinawa , Japan .  Sited $15.5 million worth of design in key role to implement bi-national agreement on the Special Committee Actions on Okinawa . Designed and landscaped historical Kadena Peace Garden , Okinawa Japan , built at the site of the World War II Surrender of the Japanese 10th Army to the United States following the Battle of Okinawa.

·         February 1998 – March 1998.  Commander, Alternate Survival Recovery Center , Kwang-Ju Air Base, Republic of Korea .  Managed over 400 craftsman of plumbing, HVAC, heavy equipment, explosive ordnance, disaster preparedness, and structural specialties to execute emergency damage and repairs in simulated wartime environment.

·         May 1994 – February 1996.  Installation Military Architectural Designer.  Directed $2.7 million program to repair roofs of strategic military facilities in North Dakota .

·         September 1991 – October 1992.  Freelance Intern.  Served in design internship to design concepts for restaurant design, landscape design, and convention center interiors, as well as perform research on multimedia learning facilities for children; Paris , France and Crieff , Scotland .
